Nature Hibin - value of world value. However every year leads to losses … And if not to create here national park - whether that will protect in the near future? About it within two days there was a conversation of journalists with scientists and representatives of the ecological organisations which are standing up for creation of national park "Õèáèíû". Two days were occupied with press round «to See Õèáèíû-2» (the first has passed one year ago), have organised which Barentsevomorsky branch of the World fund of the wild nature, the Kola centre of protection of the wild nature and the Kola ecological centre.
«Demonstration on district»
Two days of hotel accommodation in valley Kuelporr (we will agree with fair brochures - in the heart of Hibinsky mountains), conference and tourist excursions on vicinities, on snowshoes (that is the pedestrian) and on snowmobiles. The cleanest mountain rivers, gloomy mountain "bastions" and snow-white tops where already at height of 800 metres the Arctic desert begins, and at their bottom - the Finnish fur-trees, the lappish pines, the bent birches... «Demonstration on district» has convinced: these riches to lose it is impossible. A remarkable place for fans of productive leisure and the protogenic nature! Whether here only long to it still to remain protogenic?
- Hibiny come nearer to a threshold of the stability as ekosistema. And it means, that soon there will be under the threat not only biological resources, but even weather conditions in this district, - the expert of the program on preservation of woods and a biodiversity of the Kola centre of protection of the wild nature Victor Petrov warns. - to Collapse ekosistema in mountain conditions begins after human activity appears are mentioned more than its twenty-thirty percent.
Approximately and business in Hibinah is now: their southern part is for a long time under anthropogenous, industrial influence, and and workings out now are outlined in a median part where it is located apatitovoe deposit Partomchorr. According to the law this territory is excluded from projected park as having industrial strategic value. So instead of integral territory it should be planned as two big areas, connected by a crosspiece, "dredging" will be occupied under roads and the industrial purposes with the Northwest phosphoric company.
- The crosspiece is a compromise to which we could come after negotiations. But the promise to keep it while is available only in words. On a paper this intention does not confirm company management, - representatives of the Kola centre of protection of the wild nature (KTSODP) share fears.
To take out from a long box
This history already it is a lot of years, it acquires the increasing number sympathising, business slowly however moves ahead. So slowly as it already it is impossible to allow. Industrial development Hibin, as well as uncontrolled invasion of tourists, proceeds. Ecologists and noncontrollable captures of territories are afraid. For example, not so long ago about desire to receive here twenty sites for building of tourist cottages were declared by a certain Petersburg firm.
As head KTSODP Konstantin Kobjakov, «on a paper» has told the project of national park "Õèáèíû" prepared by Institute of problems of industrial ecology of North KNTS the Russian Academy of Sciences, in 2000 has been presented to the area government. However any steps to realisation it has not been made. And the first step is a reservation of territory. After it it would be possible to sigh more or less easy - at least, Hibiny would appear are insured from noncontrollable captures, decision-making process at federal level yet will not come to the end.
Here it is necessary to explain, that now the ministry of natural resources of the Russian Federation, considering opinion of public organisations, considers Hibiny as one of priority objects for creation of especially protected natural territories. But experience of national parks in our country shows, that decision-making at federal level can be stretched years on 10-15. And to accelerate it the initiative of regional authorities is capable only.
- The project of national park does not contradict plans for development of a mining complex and tourism development, - the chairman of regional committee of wildlife management and ecology Alexey Smirnov who too has taken part in press round speaks. - moreover, we counted, that for 2009-2010 its financing will be put in pawn. But crisis has prevented. Today there is a hope, that park "Õèáèíû" creation will be considered as additional investment stimulus for development of a special recreational zone which plans to develop the area government around Kirovsk. Conversation with developers of the project of a turistsko-recreational zone about it already was.
Alexey Smirnov and that will be possible to find common language with company management "SZFK" has expressed hope.

In that national parks not only successfully solve nature protection problems, but also help tourism development, create favorable ecological image of region, doubts are not present today. Of it are assured both ecologists, and employees of the tour agencies working in Hibinah.
- For example, in Kareliya where many especially protected natural territories, including national parks, tourism are completely constructed on natural and prirodno-cultural sights, - Konstantin Kobjakov gives an example. - it is Thus very important, that to tourism and natural parks cooperation is mutually advantageous. Recreational use of territory causes the minimum damage to the nature in comparison with industrial, thus also bringing the high income. The national park, in turn, too is capable to render to tourism invaluable services: first, its existence is already tourist brand of region, secondly, he creates conditions for development and normal functioning of travel companies.
Here it is necessary to explain: while the local firms working in sphere of entrance tourism, are compelled to lay the routes on territories of wood fund (namely them concern now both Lovozero, and Hibiny), it creates improbable bureaucratic barriers. Such which call into question into possibility of realisation of their activity within the limits of the law. In territory of national or natural park (the first differs from the second subordination at federal level and more solid material possibilities for creation of high-grade staff) tour agencies are guided only by treaty provisions, the prisoner with park administration. Certainly, restrictions will be here again, but, as they say, within the limits of common sense.
By the way, if someone had doubts in interest of tour operators they have disappeared after dialogue with heads of firm «Kola expeditions» Sergey Konjaevym and Konstantin Kushnir which not only have helped with press round carrying out, but also for a long time already co-operate with ecologists. «All of us are united by one care - preservation Hibin», - they speak.
... Near to hotel on Kuelporre the pavilion is constructed, the panorama on a wood valley, the river Kunijok and a majestic mountain chain whence opens. Those who the small house has constructed, named its pavilion of an enlightenment of true... It is thought, this true is simple: it is impossible to admit, that this unique kind, as well as its uncountable variations in different points of these hills, remained in due course only in photos. Unfortunately, in the newest history Hibin it already happened.
